SECURITY rown Prince of Kuwait His Highness Sheikh Sabah Al Khaled Al Hamad Al Sabah received Their Highnesses and Excellencies the Interior Ministers of the Gulf Cooperation Council (GCC) countries during the 42nd GCC Interior Ministers’ Meeting. He welcomed Their Highnesses and Excellencies ministers and underlined the importance of such meetings in strengthening GCC security cooperation, wishing them success in achieving the aspirations of the GCC peoples for greater unity and integration. His Excellency the Minister of Interior General Shaikh Rashid bin Abdullah Al Khalifa headed Bahrain’s delegation to the meeting. Speaking on the occasion, His Excellency thanked First Deputy Prime Minister and Minister of Interior of Kuwait and Chairman of the meeting His Excellency Sheikh Fahad Yousef Saud Al-Sabah and all those present. He expressed thanks and appreciation to the brotherly State of Kuwait for hosting this meeting. “I also extend my deepest gratitude to His Excellency the First Deputy Prime Minister and Minister of Interior and all members of the Ministry for their excellent organisation. “I would like to express my sincere appreciation to His Excellency Sheikh Khalifa bin Hamad bin Khalifa Al Thani, Minister of Interior of the brotherly State of Qatar, for his commendable efforts during his chairmanship of the previous session of the Council. My thanks also go to His Excellency Jasem Mohamed AlBudaiw, Secretary General of the Cooperation Council, and all members of the General Secretariat for their excellent preparation and follow-up in holding this meeting.” He said the reformist approach of His Majesty King Hamad bin Isa Al Khalifa embodies the values of justice, equity, and the preservation of human dignity, along with a deep belief in empowering every individual to contribute to building society. He added the Penalties and Alternative Measures Law stems from HM the King’s vision and reflects a qualitative shift in the application of criminal justice, moving from a concept of deterrence to rehabilitation and reintegration. “This law represents a humane legal framework designed to make punishment more beneficial to society and less harmful to the convicted individuals and their families.
