The esteemed government, led by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, has translated the Royal Directives into practical steps and qualitative initiatives, starting with the development of legislative frameworks and the follow-up on the implementation of alternative sentences to ensure their humanitarian and legal objectives are achieved, in partnership with the relevant authorities, particularly the Public Prosecution.” He said the humanitarian initiatives of alternative sentencing and the open prisons programme represent a model of inspiring leadership that constantly seeks to strike a balance between the rule of law and human dignity. “This is based on the belief that the human being is the cornerstone of development, and that every individual, even if they stumble in life, deserves a new chance to correct their behaviour.  “These initiatives also contribute to the development of the criminal justice system and support ongoing efforts to strengthen national cohesion, particularly as Bahrain has successfully implemented the Alternative Sentencing and Open Prisons Programme at the local, regional, and international levels.” He said the penalties aim to achieve the concepts of general and specific deterrence. “At the same time, the philosophy of alternative sentencing is humanitarian in its broader sense, and punitive in a more limited sense. The equation lies in finding the balance point between the enforcement of punishment on one hand, and the creation of a humanitarian approach on the other. “This means alternative sentencing brings reassurance to the soul, restores an individual’s confidence in their existence and belonging to their homeland and family, uproots the negativity within, and helps transform them into a responsible, safe, and contributing citizen.
