Director-General of Verdict Enforcement and Alternative Sentencing Shaikh Khalid bin Rashid Al Khalifa chaired the Kingdom of Bahrain delegation to the 22nd session of the Arab Conference of Heads of Punitive and Correctional Institutions in Cairo.
Shaikh Khalid bin Rashid Al Khalifa delivered a speech in which he affirmed that the royal visions of His Majesty King Hamad bin Isa Al Khalifa, enabled the Kingdom of Bahrain to be a leading and inspiring model in the field of human rights through the royal reform project and comprehensive development journey. The Kingdom of Bahrain has achieved several accomplishments in this area through various civilised projects and initiatives, especially the Alternative Sentencing and Open Prisons Programme, which embodies humanitarian values and civilised principles.
He highlighted the successes achieved in the field of human rights in the Kingdom of Bahrain, particularly the Alternative Sentencing and Open Prisons Programme, which is supported by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, who consistently ensures the provision of opportunities that contribute to the reintegration of the programme beneficiaries into their communities, encouraging them to look forward to a bright future with optimism, hailing the follow-up and dedication of His Excellency the Minister of Interior General Shaikh Rashid bin Abdulla Al Khalifa, in providing the latest services and innovative rehabilitation programmes. These efforts significantly enhance the quality of beneficiary rehabilitation and continue to achieve success according to the highest global standards.
The Director-General of Verdict Enforcement and Alternative Sentencing presented to the participants and heads of punitive and correctional institutions in Arab countries, in the presence of the General Secretariat of the Council of Arab Interior Ministers and its members, the law and contents of the Alternative Sentencing Programme, which is the first of its kind in the Arab world and he highlighted the efforts that have contributed to the advancement of the criminal justice, reform, and human rights systems. He also discussed the expansions in applying the provisions of the Alternative Sanctions Law, including the implementation of the Open Prisons Programme, which received international accreditation from the American Correctional Association as the first entity outside the United States to do so. Additionally, he emphasised the positive impacts of this civilised project on its beneficiaries and the community, which have contributed to reducing recidivism rates and positively reintegrating beneficiaries into society.
